A seemingly simple proposal to flip the order of a library branch replacement schedule was tied down in a two-hour-plus discussion at city hall Friday morning.
The plan was ultimately defeated when councillors on a civic committee ordered the administration to conduct community consultations before the plan proceeds.
The administration had supported the request by Coun. Devi Sharma (Old Kildonan) to move up the replacement of the West Kildonan branch library from 2021 to 2017, trading places with the replacement of the Westwood branch.
The proposal also had the support of St. Charles Coun. Shawn Dobson, whose ward the Westwood branch is located.
Dobson said residents in the Westwood area were more concerned a neighbourhood arena would be closed and sold if the library branch was moved, adding he preferred the branch project be delayed as long as possible.
Sharma said growth in the north west quadrant of the city warranted a new library branch in a more central location.
The administration said there were no financial implications to the switch.
But Couns. Russ Wyatt, Ross Eadie and Jason Schreyer spent two hours discussing seemingly unrelated issues of provincial funding, the relevancy of libraries, and modern amenities.
Discussion finally ended when Eadie proposed an amendment requiring the administration canvas both communities, to ensure there is neighbourhood support, before proceeding with the switch.
