On May 24, 1989: The Winnipeg Free Press reported that in Winnipeg, residential consumers of natural gas would pay $38 more, or a 6.3 per cent increase, per year under a proposed rate hike before the Public Utilities Board. A task force urged the Manitoba government to spend $20 million more on the province’s daycare system. In Beijing, there were mounting indications of a political resurgence by the forces of Zhao Ziyang, general secretary of the Communist Party, who had lost a Politburo battle resulting in Premier Li Peng’s declaration of martial law.
